Regional Planning staff updated the McLean County Land Use and Transportation Committee on Jan. 6 on two planning efforts: the strategic land use plan and the McLean County comprehensive plan, and provided a status update on the Veterans Parkway corridor planning project.
Ray Lai introduced the segment and said the strategic land use plan was taken to the Regional Planning Commission and "received and filed, essentially a stamp of completion," and that the document now awaits formal adoption by the city, town and county. Anthony Barman, a committee planner, told the committee the comprehensive plan process is starting and described behind‑the‑scenes preplanning: "we're hoping that next month, February we'll be able to have a kickoff and show the timeline and have a bigger presentation." He said early outreach and timeline details are being finalized.
On the Veterans Parkway corridor plan, staff said consultants completed a primary alternatives analysis and posted an executive summary on the MCRPC website. Lai said the planning effort is on track for a September 2026 completion and provided a budget context: "The overall project cost was estimated about $595,000 ... The federal portion is $100,000," and IDOT provided additional match funding with local partners contributing the remainder.
Committee members asked for a ballpark figure on consultant spending; Lai reiterated the estimate and credited IDOT and local partners for matching funds. Staff encouraged committee members and the public to review the executive summary on the MCRPC website for an overview of alternatives.
What happens next: staff said they will present a formal kickoff and timeline in February, accept public engagement opportunities during the comprehensive‑plan process, and continue work toward a preferred alternative for the Veterans Parkway corridor.
