Clay County board reconstitutes 2026 leadership, approves slate of advisory appointments

Commissioners then moved through a lengthy slate of appointments. Matt Olsen was appointed to Planning Commission seat 1, Russell Abern to seat 2 and Marty Gilbertson to seat 3 after a motion and second; the board later passed Resolution 2026-03 to formalize the staggered terms that convert initial one- through four-year seats to four-year terms going forward. Commissioner discussion noted the ordinance that set initial term lengths and offered a process to avoid conflicts: “So pursuant to, ordinance 25 Oh… 20 25 0 5,” a speaker explained during the discussion.
Other appointments approved by voice vote included a public safety board reappointment for Bob Fuller (term to expire 12/31/2028), various advisory-board seats (Vermillion Basin advisory board, joint power solid waste and recycling advisory board, Clay County Park Board), the UAS/drone committee, and positions on the Local Emergency Planning Committee and employee safety program.
The board also designated the courthouse front door as the foreclosure-sale location, named the Vermillion Plain Talk and the New Era as official legal newspapers, and enumerated official depositories for county funds. Motions for these administrative designations were seconded and approved without recorded roll-call tallies.
The meeting packet and comments show the board focused on establishing continuity for county representation on regional boards and clarifying appointments for the year. The board adjourned the organizational portion after approving the slate and handling related housekeeping items.
