OMB and finance staff presented an aggregate fiscal estimate: the total contract cost over its four-year term, combining general government and enterprise/utilities funds, is approximately $26.6 million. Staff said the agreement was negotiated with an eye toward stabilizing wages, improving recruitment and retention, and addressing administrative burden in payroll and scheduling.
The Assembly approved the agreement on a recorded vote (9–3). Supporters argued the package addresses serious staffing and retention challenges; dissenting members cautioned about the aggregate cost and urged continuing administrative flexibility on telework and other management prerogatives.
Next steps: Departments will implement contract terms, payroll and benefits teams will update systems to reflect the new wage steps and health-plan adjustments, and HR will report to the Assembly on retention and substitution metrics after implementation.
