Griffin said covenants could likely be ready by Tuesday for formal action.
In procurement, HR Director Tiffany Lanford recommended USA Custom Gear (a local company) as the successful respondent to the city’s apparel and uniform RFQ after evaluating 14 submissions; the contract term would be one year with department web‑store capabilities. The council placed that award on consent.
Lanford also presented handbook updates to document travel reimbursement and to add an accident review committee that will classify vehicle accidents as preventable or unpreventable and recommend progressive discipline where appropriate; IT Director Jim Chambers outlined a cell‑phone and text‑archiving policy tied to mobile device management rollout. Council discussed police‑specific handling of driving maneuvers and accountability and accepted staff’s recommendation to place policy updates on consent.
Karina Martinez, events manager, recommended RCS for the 2026 artist and production services contract for concerts and festivals; the RFP evaluation favored RCS as the most effective bidder and the contract was placed on consent. Interim Finance Director Amanda Long summarized roughly 100 budget amendments including encumbered purchase orders and capital projects being rolled forward into FY2026; council placed the amendments on consent.
Several council members asked staff to confirm the private‑plat covenants and requested attorney review of any unique private development documents. Council signaled willingness to approve the consent bundle at the next meeting unless objections arise.
