Teal described the city's practice of bundling paving projects across multiple years to reduce asphalt costs and attract contractors, explaining the current plan includes sections to be paved in 2027 as part of a larger package. "Normally, what happens, so we save up 3 years worth of paving projects to get a better price on the asphalt," Teal said.
Teal also outlined a GDOT‑led project to upgrade five traffic signal locations on Highway 78 within Villa Rica's limits (including East and West Montgomery Street, South Carroll Road, Dogwood Street and Community Square Boulevard), installing radar and loop detectors to improve detection and signal operation. The project is in the environmental stage and will include a public involvement open house coordinated with city staff.
Council members confirmed the proposed road list can be revised prior to construction and noted transfer of some state roads to city control when traffic control is removed. Both the LMIG application and the GDOT signal project were placed on the consent agenda for the Tuesday meeting.
Next steps: staff will finalize the LMIG application, continue coordination with GDOT on public involvement dates, and bring the consent items for formal approval at the next meeting.
