Councilors asked for more departmental briefings and set a timeline for presentations on Placer AI (Jan. 19) and the police department (Jan. 26), while debating whether the ordinance should be citywide or limited to police uses.
The Urbana Committee of the Whole continued Jan. 6 its months-long review of a surveillance-technology ordinance, with council members requesting more detail about specific technologies and scheduling staff presentations before final action.
A staff member said a small email straw poll of council members showed three respondents favoring a citywide ordinance and one favoring a police-only approach. Members discussed whether to require presentations from all departments listed in the packet or to prioritize those technologies that need more explanation. Darius (staff) said he will resend the Excel list of technologies and asked council members to send the specific items they want more detail on by Jan. 9 (staff said they could extend the window to avoid delaying the ordinance review).
Council member Grace said she expected department reviews to note how the ordinance would affect operations and singled out Placer AI as a technology that merits a standalone briefing. Staff scheduled a Placer AI presentation for Jan. 19 and tentatively set the police department presentation for Jan. 26. Grace and others asked that the Civilian Police Review Board and the Human Rights Commission be kept engaged; Grace said those commissions have been and will be discussing their participation in the review process.
Councilors emphasized they want to understand what technologies are in use across the city, how operational practices would change under the ordinance, and which departments actually use the listed tools. Staff committed to providing a timeline for any department briefings after they receive council input.
No formal ordinance vote was held; the discussion closed with directions for staff to collect council questions and prepare targeted presentations.
