The Urbana Committee of the Whole voted Jan. 6 to approve a $37,000 recipient agreement to fund daytime staffing at the Cunningham Township overnight shelter and to adopt a related budget amendment that makes the money available from the city’s fund balance.
City staff member Elizabeth told councilors the township requested assistance and that the city would be "first in" among governmental partners, adding officials expect other agencies to contribute. Council members asked where the $37,000 would come from and whether the city would pay the entire amount up front rather than reimburse after costs were incurred. Elizabeth said the funds will come from fund balance and the general fund as part of the budget amendment and said she would provide a fuller estimate of total daytime costs and which partners plan to contribute.
The finance report included the city’s estimated ending fund balance of $20,959,000, with roughly $17,417,000 reserved for specific needs (the 25% policy requirement and other designated reserves), leaving approximately $3,500,000 available for allocation. Finance staff said the budget change complies with the city’s financial policies.
Councilor discussion focused on the urgency of the shelter need during a severe winter and on transparency about how long the funds must cover daytime operations; one councilor asked staff to provide an estimate of the total cost to keep daytime hours staffed through April and to identify other contributing jurisdictions. Elizabeth agreed to supply that information to council.
Procedurally, the council moved the recipient agreement for approval (moved by Speaker 4; seconded by Speaker 3) and adopted the budget amendment to appropriate the funds (moved by Speaker 10; seconded by Speaker 4). Votes were taken by voice and the motions passed.
The city will provide additional cost and partner information to council before final implementation; staff said the shelter plans to remain open through April and will operate daytime hours on cold-weather days per partner coordination.
