Pharr honors Trailblazer of the Year and two Certified Public Manager graduates

The Pharr City Commission used part of its Jan. 9 meeting to recognize city employees for service and professional development.
Aruba Rosales, public utilities director, introduced the department—s Trailblazer of the Year and said the honoree "comes to work every day with a smile on her face" and stands out for energy and willingness to help residents. Commissioners and attendees offered congratulations and requested a photograph of the honoree with the commission.
The commission also recognized two graduates of the Certified Public Manager program affiliated with UTRGV. Ashley Melendez said, "It—s important as leaders that we continue to learn and we continue to grow," and James Lugo thanked the mayor, commission and city manager for their support and said he hopes to give back to the community.
Assistant City Manager Hilda Pedraza was recognized for completing a Women in Leadership program at Houston Christian University; Pedraza said the program reinforced her belief that "leadership is about growth, serving service, and lifting others." City staff noted the municipality invests in professional development, with over 75% of directors reported as having completed or enrolled in the Certified Public Manager program.
