Hennepin County schedules Feb. 5 public hearing on proposed changes to Ordinance 9 (EMS staffing)

Kristen Melstrom, a public health planner, told the board she was presenting "BAR 26-005 that requests an immediate approval for a public hearing on proposed changes to Ordinance 9, Section 7, Subsection 1 regarding staffing requirements." Melstrom said the BAR had been extended last fall and that approving the public hearing now will allow the ordinance to be heard at the Feb. 5 committee meeting and complete one more board action request (BAR) cycle before a final decision.
Melstrom said the county will notify EMS providers and partner organizations through Hennepin County communications and public health channels. Board members asked how the public hearing would be publicized to EMS and other stakeholders; Melstrom responded that posting on the county website and direct messages to partners are standard practice.
The board approved the immediate-approval request and scheduled the public hearing for Feb. 5, 2026, by voice vote. The transcript records the motion carried; it does not record a roll-call tally.
