Warren City Council adopts fee resolution for foreclosure and vacant property registration program

Warren City 's council voted unanimously on Jan. 5 to adopt a resolution that establishes fees tied to the city's foreclosure and vacant property registration program. City attorney/staff member Mister Rossi told the council the registration program was created by Ordinance No. 1990 (adopted Sept. 15, 2025) and that the draft fee resolution had omitted dollar amounts when published earlier; those amounts were inserted in the draft before the vote.

"At the 09/15/2025 regular meeting, council adopted ordinance number 19 90 establishing a foreclosure and vacant property registration program," Rossi said during his presentation, and he told members the missing fee figures "have been inserted and appear in the bold red line on page 2 of the proposed resolution." Rossi also said the current fee resolution is available on the city website and that enclosed materials accompany the agenda.

The mayor opened the item to public comment; no members of the public spoke on the measure. After a motion and second to adopt the resolution, Council Clerk Missus Leary conducted a roll-call vote. Members Lasher, Casey, Cashman, Gilbert, Champlin, Valella and Mayor Wertman each recorded "Yes," and the motion carried unanimously.

Council member Mister Bello asked if fees previously existed; Rossi replied this action establishes the fees for the first time and referenced related discussion from the September meeting. The newly adopted resolution sets the fee schedule the city will use for the foreclosure and vacant property registration program; the transcript did not record the specific dollar amounts in debate but referred council to the draft resolution where the figures appear.

The council completed the short organizational agenda and adjourned the meeting following the vote. The city clerk's office posts adopted ordinances and resolutions on the city website for public inspection.
