Flagstaff advisory committee forwards updated mode‑share report to Transportation Commission

The Flagstaff Bicycle Advisory Committee on Monday voted to forward an updated mode‑share report to the Transportation Commission for its February meeting.

City staff presented the document as updated background for the Active Transportation Master Plan, showing walking trips at about 26.4% of all trips, bicycle trips at 7.9% and transit at 8.2%, while private motor vehicles accounted for roughly 57.5% of trips. Staff noted the census journey‑to‑work bicycling share is lower (about 2.4% on recent rolling averages) and stressed that different survey methods influence measured year‑to‑year changes.

The report includes two aspirational targets: a near‑term goal around 2027 set at roughly 1.5 times current mode‑share values and a longer‑term 2042 target around twice current values. Presenting staff described those targets as ambitious but intended to inform planning and project prioritization.

Committee members asked about how micromobility (shared scooters and e‑bikes) and crash reporting are counted. Staff said scooters were likely recorded as pedestrians in some earlier trip diaries but that crash forms now include a scooter checkbox that will improve future data; staff said they will follow up about whether e‑bikes are separately categorized in the trip diaries.

Jake (city sustainability staff) moved to forward the report to the Transportation Commission; members voiced agreement and the motion passed. Chair declared the report forwarded for Transportation Commission consideration in February.

Next steps: the Transportation Commission will receive the report in February; committee members were asked to review the report and identify top projects for the capital plan ahead of the council’s April retreat.
