Martin County commissioners approved three final site plans for the Discovery planned unit development at the Jan. 6 meeting: Phase 1d (pasture recreation area with barn and sales center), Phase 2c (organic farm with production greenhouses and a farm‑to‑table dining hall) and Phase 4 (an 18.88‑acre adventure park that includes a water park, baseball field and boat dock).
County staff and applicant representatives said most infrastructure is complete, the project has planted thousands of trees and that sales and construction are underway. Applicant representatives told the board Phase 1d and subsequent phases are consistent with the approved master plan and PUD agreement; they reported 133 lots sold to date out of roughly 317 planned lots.
Commissioners probed water‑use questions for the adventure park. Applicant representatives said potable water will be supplied by South Martin Regional Utilities (SMRU) and that irrigation consumptive‑use allocations are managed through the Hope‑St. Lucie Conservancy District; they noted irrigation demand for citrus was historically far greater than the proposed amenity uses. County staff and developers said the adventures and farm components contribute to public benefits, including trail connections and restoration areas.
All three final site plan resolutions were adopted by unanimous vote. Staff will move ahead with recordation and permit steps for each approved phase.
