Board adds winter‑storm proclamation to consent, approves appointments and ceremonial resolution

The Monterey County Board of Supervisors on Jan. 6 approved several consent‑calendar actions after adding an emergency item to ratify the 2025 winter‑storm emergency proclamation.

County counsel and the Department of Emergency Management asked the board to add the ratification of the winter‑storm emergency proclamation (item 37.1) to today’s consent calendar, citing Government Code section 54954.2 and saying the need arose after the agenda was posted. The board made the separate four‑fifths finding and voted to add the item to the consent calendar; county staff later noted revised attachments to that consent item had been received.

The board also moved and approved the nominations of chair and vice chair for the year. Supervisor Church nominated a colleague for chair (the name stated in the record) and nominated Supervisor Daniels for vice chair; that nomination was seconded and approved by voice vote. The board then switched seats on the dais and recognized outgoing Chair Chris Lopez with remarks from several supervisors.

The board approved a ceremonial resolution honoring Commander Jose Mendoza upon his retirement and approved appointments to boards and commissions (items 3–9). During consent calendar debate the board discussed and amended item 38 to add a seventh parks commission seat and direct that the preference for the new at‑large seat be for a member of the public rather than a parks employee; counsel indicated staff would draft appropriate bylaw language and return if needed.

The consent calendar (items 21–38, including the newly added 37.1) was approved by voice vote. Several items were handled without roll‑call tallies in the morning session and were recorded in the audio/video record as approved by the board.
