Hillsborough County committee hears Plus presentation for RPS 25-00379 single-family repair program

Plus architect Steve Morales framed his firm as “a steward of federal funds” and said its work is grounded in process, documentation and quality control rather than architectural expression. “You’re selecting a guardian of compliance,” Morales said, adding that the firm approaches CDBG-DR delivery as a process-driven system that must minimize risk, protect eligibility and preserve homeowner trust.
The presentation and the committee’s subsequent questions focused on three practical areas: examples of municipal work, the firm’s field evaluation and staffing capacity, and experience with federal funding. Morales listed Bayfront Park projects, the Fort Lauderdale Community Redevelopment Agency offices and continuing service contracts with Marco Island, Ponce Inlet, the Hillsborough County Sheriff’s Office, Homestead and Hallandale as notable municipal engagements. When asked who would perform home evaluations, Morales said multiple project managers would carry out field verification and pointed to a project manager on his team as a contact.
On staffing, Morales said Plus employs 15 people total, including two project managers and two engineers by training; he said Morales and partner Chris Ulrich serve as the firm’s registered architects. He added that Plus is based in Davie with satellite offices in Tampa and Casselberry. The committee pressed on federal funding familiarity; Morales acknowledged more experience on multi-family and locally supported projects but said Plus is working on Live Local Act projects in Hollywood and pursuing funding through SHIP and other federal sources.
Committee members repeatedly pressed for concrete examples and clarified roles. In reply, Morales emphasized the firm’s quality-assurance focus: standardized scope language, repeatable drawing sets, internal QA/QC before submission and senior-level oversight from day one. “Trust is earned, not claimed,” Morales said.
There were no formal motions or votes during the session; Kursey closed the interview portion by reminding attendees to monitor the solicitation portal for next steps. The procurement team said it will post a recording of the presentation and proceed with its established evaluation schedule.
