Commissioners asked about the grant deadline and cost savings; staff said the direct purchase was approximately $60,000 less than the state contract alternative and allowed the county to meet reimbursement timelines.
Several public commenters earlier in the meeting had urged competitive bidding and questioned a lack of competitive solicitation; staff said labor and installation will be bid publicly and that the direct purchase covers the equipment only to meet timing requirements.
