The Suwannee County Commission approved by a 4–0 vote on Jan. 6 a direct purchase of a Caterpillar 1,000 kW diesel generator and automatic transfer switches for Pine View School, with a budget impact of $606,291 paid from grant proceeds.
Emergency management staff explained that generator lead times currently exceed a year and that the grant deadline for reimbursement required expedited procurement of equipment. The county will competitively bid the labor and site work (pad construction and electrical connection), while purchasing the equipment directly from a vendor who could deliver faster and at a lower cost than state contract pricing. Commissioners asked about the grant deadline and cost savings; staff said the direct purchase was approximately $60,000 less than the state contract alternative and allowed the county to meet reimbursement timelines.
Several public commenters earlier in the meeting had urged competitive bidding and questioned a lack of competitive solicitation; staff said labor and installation will be bid publicly and that the direct purchase covers the equipment only to meet timing requirements.
