Morrison County Board approves routine business, awards legal printing and a road-contract; enters closed session on litigation

The Morrison County Board opened its first 2026 meeting on Jan. 6, elected commissioners to leadership posts and moved through routine business before addressing operational items.
Commissioner Greg Blaine was nominated and approved as board chair for 2026 by unanimous ballot; Commissioner Casper was nominated and approved as vice chair by unanimous ballot. The board approved the meeting agenda and the consent agenda by roll-call votes.
Administrator LeBlanc presented annual resolutions and appointments (items 7.1'7.8), including an update that the county mileage reimbursement rate increased to 72.5¢ per mile for 2026 and that elected-official minimum-salary items for 2027 are required by statute. The board approved the annual resolutions by roll-call vote.
LeBlanc opened a single bid for legal publishing and recommended awarding the county's 2026 legal printing to the Morrison County Record (line rate $1.05; display ad $8.76/column inch); the board approved awarding legal printing to the Morrison County Record.
Public Works Director Tony Hennen presented results from the Dec. 18 bid letting for County Road 225 and Cassaw 21 box culvert replacements under contract 321 (SP049598031, SP049621021). Five bidders submitted; the low bid was Marvin Tredder of Pierz, Minnesota, at $1,486,819.56 (about 23% under the engineer's estimate). The board authorized awarding contract 321 to Marvin Tredder by roll call.
Near the end of the meeting Administrator LeBlanc asked the board to go into closed session under Minnesota Statute 13D.05, subdivision 3(b) for an ongoing land/trust litigation matter; the board voted unanimously to enter closed session.
Other routine calendar items and committee schedules were reviewed; the government center will be closed Jan. 19 in observance of Martin Luther King Day.
