Chesterfield County Council approves paving contracts, CDBG parking lot, grants and appointments

Chesterfield County Council approved multiple routine procurement and grant items during its first regular meeting of 2026.

Public-works staff recommended awarding the Hillcrest Lane and Hillcrest Road paving contract to Kershaw Builders for $1,327,617.50 using CTC funds. The council moved and approved the recommendation by voice vote.

Council also accepted a single bid to repave the Chesterfield Department of Public Health parking lot and authorized a $345,656.40 contract to Fur Grading and Paving, funded in part by a Community Development Block Grant (CDBG) with a county engineering contribution of $100,000.

The accommodations-tax committee's 2025-26 grant recommendations were approved. Staff listed awards to local towns and sites, including Chesterfield ($16,000), Cheraw ($8,000), Pageland ($8,000), Cheraw State Park ($7,500), Cooper Black Field & Trail Recreation Area ($7,500), Old English District Tourism Commission ($8,000) and Sandhills National Wildlife Refuge ($2,000). Council noted these are paid from accommodations-tax revenues, not general-county operating funds.

Council confirmed several appointments: Derek Gooten as Mr. Price's representative to the grievance committee, and reappointed John Martin as the council's member to the Joint Planning Commission.

The council also adopted a resolution commending the South Carolina Department of Natural Resources, Global Echo Adventures and private partners for removing a long-standing log jam on Lynch's River, praising the interagency cooperation and expected recreational benefits.
