Council confirms Amoratu Kamara as Alexandria independent policing auditor

The Alexandria City Council on Dec. 9 confirmed Amoratu Kamara as the city's independent policing auditor following her presentation on the office's 2025 accomplishments and goals for 2026.
Kamara, who had been serving as the acting independent policing auditor after the December 2024 death of the inaugural auditor, summarized the office's first year under revised ordinance and a newly signed MOU with APD. She said the office launched a case-management system (iPro) in September, received eight complaints and four commendations in 2025, and completed three investigations that fell under the office's jurisdiction. Two other complaints remain open pending complainant response, and three complaints were referred to other jurisdictions or authorities because they were outside local jurisdiction.
Kamara also described access negotiated with APD for records, evidence systems and body-worn camera material, training for staff (CJIS certifications) and a community engagement plan to publish a public dashboard in 2026 reporting complaint and investigation outcomes. On the Alan Tucker critical-incident investigation, she said the auditor's office is one of three reviewing the incident and that the CERT multi-jurisdictional team's findings will be included in the board's report to the chief.
Mayor Gaskins formally offered the appointment; Kamara accepted. Councilman Aguirre moved the confirmation and the council approved the appointment by roll-call vote.
