Commission recommends extra outdoor seats for La Pluma, orders tighter trash and delivery conditions

The Planning Commission on Nov. 6 voted 6–1 to recommend approval of a special‑use permit amendment allowing La Pluma (1000 Cameron St) to add 12 outdoor seats (for a total of up to 40) and extend Sunday outdoor service to 10 p.m., subject to amended conditions on trash storage and supplier delivery hours.
Staff planner Lainie Blaser said the applicant submitted the request as a minor amendment but zoning violations discovered during administrative review required docketing; she told commissioners staff found all violations resolved at docketing and recommended approval with a six‑month review and two revised conditions addressing trash management and supply deliveries. "Staff recommend approval of the SUP subject to the conditions outlined in this report," Blaser said.
Neighbors told the commission they continue to observe violations. Madison Welch, an immediate neighbor, presented photographs and a timeline of alleged delivery‑hour violations, blocked vehicles and trash overflowing containment; she urged denial and asked for stricter conditions. Amy Milena and Yvonne Wake Callahan described ongoing civil litigation between adjacent property owners and the applicant and said trespass and property impacts persist; Milena suggested deferring action until litigation concludes.
Applicant representatives said they have addressed prior items flagged by staff. Architect and agent Karen Becker thanked staff and said the owners have worked to resolve issues raised during opening. Owner Ileana Melendez Lopez said, “All the accusations…are not accurate,” and described private trash pickup three times a week, regular pest control and efforts to coordinate vendor deliveries via a requested loading zone.
Commissioners discussed easement versus SUP jurisdiction and enforcement tools. Staff proposed adding language requiring the applicant to submit, by Dec. 19, 2025, a vendor delivery plan subject to approval by the director of Planning and Zoning, and an added trash condition requiring additional receptacles if sealed containers cannot accommodate volume. With those amendments incorporated into the motion, the commission recommended approval with one commissioner opposing the motion.
