Gateway Arch Park Foundation outlines revenue opportunities in support of HR 5254

Summary
The Gateway Partnership Act (HR 5254) would allow the Gateway Arch Park Foundation to manage private events for Gateway Arch National Park. The foundation said the change could generate revenue and broaden visitor activation; lawmakers probed the project's economic impact and partnership safeguards.
At the Subcommittee on Federal Lands hearing, Ryan McClure, executive director of the Gateway Arch Park Foundation, urged support for H.R. 5254 to allow the foundation to manage private events at Gateway Arch National Park as an institutional partner.
McClure said the foundation led a $380 million CityArchRiver redevelopment and argues that formal event-management authority would enable the park to host private events, generate revenue (projections of up to $780,000 annually were cited), and support park operations. He described prior event activity that produced economic impact for the St. Louis region and said the foundation can bridge park needs with community demand.
Members asked whether public-private arrangements have safeguards to protect mission and access; witnesses said NPS oversight and clear contracts would preserve public interest. No action was taken; DOI provided written testimony on the bill.
