Monica Brown elected chair as Solano County supervisors reshuffle leadership

Monica Brown was elected chair of the Solano County Board of Supervisors at the board's January meeting after a nomination and vote by the board. The motion to elect Brown passed 4–1. Cassandra James was elected vice chair by a unanimous 5–0 vote, and Supervisor Williams was chosen as chair pro tem, 4–1.

The nominations began when a board member offered Brown's name for chair and another supervisor seconded the motion. An alternate motion proposing a different leadership arrangement — naming Supervisor James vice chair and Monica Brown chair pro tem — failed 2–3, after which the board voted on the original nomination and approved Brown as chair.

Supporters of the winning slate cited leadership experience and the value of rotating leadership positions. Two members of the public who addressed Item 1 had urged the board to choose Wanda Williams for chair and Cassandra James for vice chair; supervisors also discussed restoring rotation so that leadership opportunities are distributed across members.

Brown responded to the nomination by saying, "I would definitely be honored to serve as chair," and later indicated she was willing to assume the role at an appropriate time. After the votes, colleagues congratulated the incoming leaders.

The board completed seating arrangements at the dais and confirmed the schedule for public comment and other procedural items before moving on to the day's presentations.

The election of officers is an internal, procedural action of the board; the votes recorded on the dais were 4–1 for Brown as chair, 5–0 for James as vice chair, and 4–1 for Williams as chair pro tem. No ordinance or code change was enacted as part of these votes. The board will continue to consider changes to its rules of order and whether to formally adopt rotation practices in future agendas.
