Valley County commissioners approve letters backing six recreation grant applications to Idaho parks agency

Valley County commissioners voted to authorize signatures on letters of support for six recreation grant applications to the Idaho Department of Parks and Recreation, approving or confirming county matches and directing staff to submit the applications.

Emily, who presented the applications to the board, said the county is applying for six IDPR grants that together could bring in a “couple $100,000” in awards. For the Boulder Meadows Trailhead project, she said, the project budget is about $175,000 and the county is requesting a cash match of $11,306 plus roughly $6,500 in Road and Bridge labor hours to reach an approximately 9% match; IDPR requires a minimum 5% match. "We're requesting matching funds in $6,500 from Road and Bridge in the form of labor hours," Emily said.

Commissioners authorized a letter of support for the Boulder Meadows Trailhead and the clerk/staff prepared copies for signatures. The motion to authorize the board to sign the letter was moved by Speaker 3, seconded by Speaker 1, and approved by voice vote; individual roll-call votes were not recorded in the transcript.

The board also approved a letter supporting a Francis Wallace parking-lot expansion project. Emily said the final project budget is $140,712 and the county is asking IDPR for $127,000 and proposing a $13,700 match (about 9%) to improve competitiveness. Commissioners moved and approved the letter of support by voice vote.

A smaller Francis Wallace project to install webcams, Starlink service and replace an information kiosk was presented as a convenience and safety improvement for visitors. Emily said the project budget is roughly $36,500 with a proposed internal match of about $3,858 from the county's Francis Wallace budget line; staff requested a letter of support but no additional county financial commitment. The board approved the letter by voice vote.

For Wellington Campground and Snowpark, Emily described upgrades to restrooms, electrical systems and campsites. She said matching funds would come from the county’s recreation/wellington line and the county's role for this item is limited to a letter of support; commissioners approved that letter.

The county is pursuing two Recreational Trails Program (RTP) motorized-fund applications for utility snowmobiles and a trailer. Emily said those purchases would be matched from the county’s snowmobile budgets (not the general fund) at about 20% and would reduce reliance on privately owned equipment used for county work. Commissioners approved a letter of support for the sleds and trailer.

On the groomer application, Emily and staff said the total purchase price is about $280,000 and the county is requesting $80,000 from RTP. Perpetual Resources, described in the meeting as a private partner, is providing a $200,000 match under a community agreement and is also providing the lease for the season. Staff said a leased groomer should arrive in approximately three weeks, offering near-term backup. The board approved a letter of support for applying for the groomer grant.

Each approval in the meeting was recorded as a motion, a second and a voice vote of "Aye"; the transcript does not show a roll-call tally or identify how each individual commissioner voted. Staff confirmed letters were on hand for signatures at the close of the item and indicated they would continue with the remaining agenda.
