"People are thinking this is ODOT funded, this is grants — it isn't that," Barnett said, urging clearer communication and saying he planned to inform voters directly about where the money is coming from. He framed the issue as one of fiscal accountability and said he would canvass residents to explain the funding source.
Council members thanked Barnett for his remarks; no formal response or action was recorded that night beyond acknowledgment of his concerns.
