Commissioner Goodwin had suggested clarifying section 9(b) to limit the "representative of a group" allowance to a single representative to reduce repetitive testimony. Commissioners discussed enforcement challenges and whether the chair should exercise discretion to allow additional speakers from a group. One commissioner observed that the same paragraph currently says "no person shall be prevented to yield time to another speaker," and argued for a precise change to ensure the intent is clear.
After debate, commissioners generally supported clarifying the language so that only one designated representative of a group is eligible to use the five-minute allowance while individual citizens would retain their three-minute speaking time. Several commissioners emphasized that the chair retains discretion to allow an individual from the audience to speak if the remarks are new or raise an unanticipated point.
The commission agreed to carry the clarified language forward for final approval and to address timing and delivery logistics at the February public hearing if necessary.
