Bullhead City Council adopted ordinance 2025‑13 and resolution 2025 R‑50 on Nov. 18 to amend portions of Title 16 (subdivisions) to conform administrative review processes to state requirements.
City staff explained the state legislature has advocated for more consistent municipal planning timelines; the manager said Bullhead City’s internal review practices are already efficient and staff does not expect local processes to require substantive change, but the city must forward the code amendment to comply with state law. The ordinance references amendments to chapters 16.12, 16.24 and 16.28 of the Bullhead City Municipal Code and the related resolution declares the amendment a public record.
After a brief public hearing with no comments, the council approved the ordinance and resolution. One council member recorded a negative during roll call but the motion was recorded as carrying with seven in favor when votes were cast.
Staff said the changes are primarily procedural to satisfy state law and that local plan commission and city council review processes will remain in place where appropriate.
