General Services details landfill savings plan, animal shelter expansion and facility maintenance priorities

Anderson Wolfolk of General Services reviewed several county infrastructure projects and funding strategies during the CIP discussion.

Wolfolk said the county has a landfill-closure fund and is saving for construction of next-phase cells (4A/4B), and noted the county is under contract for adjacent land to extend landfill life. "This is basically a savings fund," he said, describing a long-term funding approach to avoid a single large future expense.

Wolfolk also described an animal shelter addition and renovation project for which the county already has $318,000 allocated and engineering underway. He estimated an additional $2,023,000 will be needed, bringing the project's projected total to about $2,335,301, and said the renovation would increase quarantine capacity, improve HVAC to limit cross-contamination, and expand kennel/adoption space.

On operations, Wolfolk proposed a 3,000-square-foot grounds maintenance shop with heat, air and a lift to improve off-season servicing and protect equipment now stored outdoors. He proposed a similar maintenance building for airport equipment (planned for 2028) to satisfy grant terms that require equipment retention and to free indoor revenue space for aviation operations.

Commissioners asked clarifying questions about adjacency of the land purchase and timing of projects; Wolfolk said some items are staged across fiscal years and will be prioritized after the master-plan and funding decisions are finalized at the February hearing.
