Christian County commissioners on Jan. 9 approved a memorandum of understanding with the Southwest Missouri Council of Governments (SIMCOG) to administer a $45,000 grant to review the county’s stormwater management plan and help the county remain compliant with the state MS4 program.
Todd and Jake from the county resource management office told commissioners that SIMCOG will administer the grant and that the funds will not come directly to the county. "It's $45,000," a staff member said when asked about the grant amount. Staff said SIMCOG will work with the county to select a consultant or engineering firm to perform the planning work.
Commissioners also approved extending authority to Jacob Phillips, the county’s senior planner, to sign off on approved plans and surveys that pass through the planning office so residents have additional opportunities to complete and sign documents without waiting for a commissioner to be present.
Motions to approve the SIMCOG MOU and to grant the planner signing authority were each moved, seconded and approved by voice vote.
Why it matters: The planning work is preparatory and does not authorize construction; it can lead to consultant‑led updates to stormwater practices that affect future permitting and capital work. Grant administration by SIMCOG means the council will handle contracting for the planning work.
What’s next: SIMCOG and county staff will select a consultant to perform the stormwater plan review; county staff will implement the administrative change allowing the senior planner to sign approved plans.
