Proponents said registration would give the county a reliable way to notify contractors of zoning-code changes and ensure minimum insurance coverage. Opponents warned that insurance and bond thresholds and any registration fee would raise costs for small contractors and homeowners and that maintaining a registration system would create additional staff work.
"I did do a bit of research on it," Brian said, summarizing the fee and bonding examples he found and noting the county—s permit software already captures contractor names on applications. He told the committee the SafeBuilt system includes contractor entries and a module or report that might allow the county to extract only those contractors who appear on LaSalle County permits.
Rather than immediately draft an ordinance, the committee directed Brian to work with SafeBuilt to see whether a county-specific contractor list (including email addresses) can be produced from existing permit data. The goal is to provide a means for mass notification of contractors about code changes without imposing a new registration fee or program unless necessary. Brian said he will return with findings at the next meeting.
