FDOT pitches congestion‑management multimodal planning and introduces Advanced Air Mobility outreach to local officials

Representatives of the Florida Department of Transportation told the MPO on May 19 that the department’s district‑level Congestion Management Multimodal Planning (C3MP) initiative and its Advanced Air Mobility (AAM) outreach are intended to accelerate multimodal, low‑cost and forward‑looking solutions while ensuring local governments lead land‑use and community engagement.
Michelle Peranto, FDOT district transit administrator, described C3MP as a cross‑modal planning 'think tank' that helps local partners integrate transit, bicycle/pedestrian and airport considerations into project planning and to identify practical solutions that can be advanced in the near term. Peranto cited prior local successes — such as coordinated transit service over a bridge in Sarasota County — as examples of how early multimodal planning can deliver low‑cost, high‑impact results.
On advanced air mobility, Peranto said Florida has national recognition in the eVTOL space and that the department is producing guidance and staging workshops to help local governments understand implications for airports, vertiports, community engagement, and electrification needs. FDOT invited MPO planning staff and elected officials to statewide workshops and posted guidance materials and event schedules online.
Peranto emphasized that AAM will require local decisions on siting, land use, access, charging infrastructure and community acceptance, and encouraged planning staff to attend the technical sessions and elected officials to attend the outreach events.
