County to move dozens of parcels onto MSBU rolls; Cook and Brown (no advisory board) proposed to rise from $20 to $53

Charlotte County staff told commissioners May 20 that a substantial number of parcels will be assessed for MSBU services for the first time this year and that at least one MSBU without an advisory board will face a staff‑recommended rate increase.
Rick Arthur said there are 68 parcels being assessed for sanitation for the first time, five for fire units, 90 for street and drainage (including a condominium that now abuts an MSBU road), and five for stormwater. He said public hearings for first‑time assessments are scheduled for the board’s June 24 regular meeting.
For MSBUs without advisory boards, Public Works recommended increasing Cook and Brown Street & Drainage from a current $20 (max $20) to a proposed $53 to continue a board‑approved May 2024 work program. John Elias explained that agricultural and house‑bridal classifications reduced the number of paying units and that staff modified the work program to lower a previously proposed $60 FY26 rate to $53.
Commissioner Doherty asked staff to provide parcel‑level breakdowns and acreage‑based examples (staff cited a 20‑acre example during the discussion) so the board and public can understand the actual dollar impact per parcel. Staff agreed to supply parcel‑by‑parcel impacts ahead of the May 27 board action; Arthur restated that the board will be asked May 27 to authorize mailing notices and the Cook and Brown public hearing is scheduled for July 16.
Next steps: staff will attach parcel impact tables and amortization terms to the May 27 packet and will present Cook and Brown for notice authorization at that meeting.
