Elias said Harborview Road is an FDOT‑led, two‑phase project with phase 1 design about 90% complete, right‑of‑way acquisitions under way and construction programmed for 2026. “The right of way acquisition has started, and the estimated completion date for the right of way acquisition is 2026,” Elias said. He said phase 2 timing remains indeterminate pending funding resolution.
