County approves $150,000 sewer-extension cap for nonprofit triplex, ties funding to affordable-housing PD conditions

The Charlotte County Board unanimously approved funding measures March 25 to support a Porch (Peace River Community Housing Partners) triplex project on Scott Street, including up to $150,000 to fund a sewer extension and lift station that would service the donated county parcel and nearby lots.
Porch representatives Denise Dull and Jerry Waxler described the project as rental units for households at or below 30% of area median income with a preference for veterans. Waxler said Porch has raised $416,617 in cash and in-kind contributions and that the requested $150,000 would extend sewer to the site, pass five nearby vacant lots and support future multifamily affordable housing opportunities. He said the project is designed and permitted and that Porch will not spend design money unless funding support is in place.
Commissioners asked about project design and cost risk. Commissioners also raised the additional cost that fire sprinkler requirements add when units are built as a triplex rather than as townhomes; Waxler said a sprinkler requirement added nearly $100,000 to the project’s cost. The county attorney’s office confirmed the land-use restriction amendment (L1) would be amended before execution to include the $150,000 cap on the sewer connection or extension.
Action: The board approved L1 (land-use amendment and funding approvals) and added a condition capping the sewer extension at $150,000 and tying the award to the Charlotte Home funding mechanisms and affordability requirements. Commissioners asked staff to fast-track any clarifying procurement and to return if additional funds or actions are needed.
