The Germantown Public Works & Highway Committee unanimously adopted a five‑year seal‑coat preservation plan that staffs said targets treatments by pacer rating to extend pavement life.
Staff presented the plan and its attachments showing roads slated for 2026 and treatments recommended for later years (Speaker 4). The presentation explained treatment choices and expected service life: GSB 88 is typically applied early in a road’s life to rejuvenate asphalt oils (roughly two to three years of benefit), while microsurface and more intensive surface treatments are used later in the pavement lifecycle.
Trustees asked how long treatments last, whether specifications would be included in bids, and about prior experiences where chip seal aggregate migrated into ditches or yards. Staff said specifications (including GSB 88 requirements) will be included in the RFP and anticipated the village will advertise the work in February or March and award contracts for summer construction.
The committee approved the plan and asked staff to prepare bid specifications and to return with recommended awards. The action authorizes staff to proceed with procurement steps; cost estimates were described in the attachments and the program had been budgeted in the road program.
