The Town of Babylon rental board met Jan. 7, 2026, and approved several rental permits, granted deadline extensions for properties requiring repairs and heard a neighbor’s complaint about a low fence and yard debris at 54 33rd Street in which the board said it would check the property survey and follow up.
Board members opened the public hearing by reviewing procedures and swearing in applicants and commenters. The board approved routine permits for properties including 1309 Herzl Boulevard and 33 Beach Avenue and granted extensions for properties that need work, setting specific deadlines and asking that applicants document repairs with photographs sent to rentalcomments@TownofBabylon.
Votes at a glance: the board voted by voice on motions to extend or approve permits throughout the meeting. Notable outcomes announced orally included: an extension to Jan. 28, 2026, for 799 Freedom St. to remove an unlicensed trailer and debris; an extension to Jan. 28 for 46 Crown St. to power wash and remove a propane tank and debris; an extension to April 29 for 1050 North Indiana Ave. to replace the driveway and submit photographic proof; and approval of permits for 1309 Herzl Blvd. and 33 Beach Ave.
During the public comment portion, neighbor Robert Glenn said he measured the fence between his property and 54 33rd Street at "44 inches" and reported a roughly 6-inch gap underneath that he said allows small animals and debris to pass into his yard. Glenn presented photographs to the board and asked whether future renters would have dogs. "I measured the height of the fence. It comes out to be at 44 inches," Glenn said.
Homeowner Carillo Louise Duran, who said she lives at 3 Quintine Drive and is the owner of the rental property, told the board her lease prohibits animals. "In the lease, I put no animals," she said, and said she would instruct tenants to clean the backyard. The board advised both parties to provide surveys and said it would verify ownership and fence lines before assigning responsibility. The board moved to extend the matter to Jan. 28 to allow time to review surveys and for the homeowner to address the concerns.
Applicants who were asked to make repairs said they would comply. Sikmin Dursang, the applicant for 799 Freedom St., responded to an instruction to remove an unlicensed trailer by saying, "It will be removed." Several board members instructed applicants to send photographs of completed work to rentalcomments@TownofBabylon and noted that town inspectors would perform follow-up checks.
The hearing also included a communication from an owner seeking reinstatement of a permit; the board voted to reinstate that rental permit. The board adjourned the first-call portion by voice vote and continued second-call business later in the meeting.
The board’s next step on individual properties is to receive photographic proof of completed repairs or surveys where ownership of fences is in question; inspectors will verify compliance on site and the board will reconvene or administratively close matters as appropriate.
