Commissioners asked the contractor to provide a detailed breakdown of supervision hours, vehicle expense and day‑by‑day time impacts to verify charges and to separate contractor‑caused delays from work that arose from incomplete plans or permitting.
Because the packet deadline precluded readying all documentation, a commissioner moved to table the Pacific West annex change orders to 09:05 on Tuesday, Jan. 20. The board voted in favor of tabling the item so the contractor can return with detailed time and cost backup.
Next steps: Pac West to supply an itemized breakdown of supervision hours, vehicle mileage/expense and documentation showing which costs resulted from city permitting delays versus contractor actions. County staff will reintroduce the change order request on Jan. 20 after review.
