Summary
The committee voted unanimously to direct staff to draft proposed charter language affirming that Leon County values access to primary care as a determinant of community well-being, after staff described existing county investments and partnerships in primary care.
County staff presented the scope of Leon County's investments in health care for low-income residents and the CareNet discretionary program that partners with local clinics. Staff stated the county invests approximately $7,700,000 annually in mandatory and discretionary health programs and leverages roughly $2.5 million in state and federal funds for greater access to care.
Dr. Robinson, who led the proposal, said the intent was to codify the county’s long-term commitment to primary care in the charter as an expression of community values, not as an immediate prescription for specific funding levels. "What I'm asking, for consideration in a charter amendment is not the how or not how much, but for it to be included, the importance of this to be included so that for years to come ... Leon County will go on record showing that it believes that it is important to the welfare of the community that we value this," Robinson said.
After discussion and a brief pause for roll call, the committee voted to direct staff to draft proposed charter language affirming access to primary care as a county value; the roll-call vote was unanimous.
Staff will draft proposed language and return with analysis of implications and potential implementation pathways for the committee to consider at a future meeting.
