Diane Woodland explained that stormwater standards have changed since the property’s original approval in 2005: the county now uses stream buffer zones rather than the former natural drainage-area designations. The proposed plat was modified to reflect stream buffer zones in accordance with current stormwater standards and APWA best practices.
Commissioner Brewer, representing the district, noted the East Zoning Board’s unanimous recommendation and asked staff to review stipulations from the staff report. Staff identified three routine stipulations, including the requirement to obtain a land‑disturbance permit if more than one acre is disturbed. The board voted 7–0 to approve the final plat subject to zoning‑board stipulations.
