Commission approves mixed fee-waiver recommendations for community events amid tight parks budget

Staff recommended a 50% discount for two events organized under Sustainable Marin (Green Change Earth Day and Painted Bins youth outreach). Green Change's representative said the event has grown into a major volunteer-driven Earth Day gathering and warned that a move to a partial waiver could jeopardize the program's local stay. "It surprised me... I'm wondering, should we move the event to San Rafael?" a Green Change speaker said, describing fundraising challenges.
For Painted Bins, staff likewise recommended partial relief citing the group's early-stage nonprofit status and high outreach value to local schools. Commissioners approved the mixed discounts and emphasized the need for community partners to pursue fundraising while the department maintains a clearer partnership-waiver budget.
Commissioners also approved staff's recommendation for the Mill Valley PTA events (fall Global Harvest Fest and a spring neurodiversity / It Takes a Village celebration) with an expressed desire to maintain city–school district collaboration while remaining within the annual caps set by policy.
Votes were recorded on the consent calendar and individual items in public session; commissioners noted they are about one-third through the fiscal-year waiver allotment and that future requests will be weighed against departmental budget directives.
