Commission approves temporary use agreement to host Tamalpais High School tennis seasons at Boyle Park

The Mill Valley Parks & Recreation Commission approved a temporary facility use agreement June 4 to accommodate Tamalpais High School tennis teams displaced by on-campus modernization.

Ashley, the Arts & Recreation director, told commissioners the district requested full access but staff negotiated a hybrid schedule that allows two days per week of after-school court time for the high school while preserving drop-in play and other programming. The proposed dates are Aug. 11–Nov. 12, 2025, and Feb. 9–May 13, 2026.

Staff proposed a $20-per-hour rate based on local comparables and a desire to support student athletes without exploiting the district’s need. “We don’t want to try to capitalize off of their modernization projects in any way,” staff said, while noting the city must recoup some opportunity cost.

Commissioners supported the compromise and asked staff to post signage explaining temporary court scheduling and to explore other short-term alternatives for public players—such as asking private clubs for limited reciprocal access or identifying nearby public courts. Staff said municipal courts in neighboring jurisdictions are often not rentable and that the city’s five Boyle Park courts are the most suitable site for shared use.

The motion to approve the temporary use agreement passed unanimously, with commissioners noting this arrangement helps local student athletes while attempting to minimize displacement of community users. Staff will retain flexibility to finalize legal terms with the district’s business office.

Next steps: staff to finalize agreement language with the city attorney and the Tamalpais district business office, install signage to notify the public of times affected by the school schedule, and pursue options for limited reciprocal court availability with private clubs.
