The Cache County Planning Commission on Jan. 8 voted to recommend denial of the Mountain Manor Springs 2 rezoning request, which sought to rezone roughly 98.68 acres to allow higher‑density rural residential development.
Planning staff described the parcel’s context, noting it lies in Mendon City’s future annexation area and that Mendon City submitted a comment expressing no objections. Applicant Ry Lund told the commission the proposal aimed to use a shared water system rather than many individual wells and cited the Utah Safe Drinking Water Act for systems of 15 or more homes.
Commissioners pressed staff and the applicant about the parcel’s legal history, “unapproved” subdivision adjustments, and whether sufficient water tests had been completed. Several commissioners said approving an RU‑2 rezoning in that location would stretch county services and run counter to a long‑standing preference for concentrating higher density near municipalities. One commissioner recounted service problems and arsenic concerns in nearby wells.
After discussion a commissioner moved to recommend denial; the motion was seconded and the commission voted in favor. The commission’s recommendation will be transmitted to the county council, which has final authority on the rezoning request.
