The Gloucester County Board of Supervisors approved an agreement with the Cook Foundation for a new public mural on a Main Street building.
A Cook Foundation representative described plans to commission muralist Michael Rosato to create a piece commemorating Gloucester history for VA250. The foundation said it will pay for preparation, installation and perpetual maintenance, and that the county will have approval rights over design content to prevent objectionable material. The representative said Rosato is preparing an initial sketch and will present it in person; the foundation pledged to accommodate board feedback before installation.
Supervisor questions concerned longevity of materials and review timing. The Cook Foundation said the muralists use a mineral‑based paint intended to last more than a century and confirmed the foundation will maintain the mural in perpetuity. County legal staff confirmed contract language requires the mural remain for at least 10 years and includes content restrictions (no political or religious content). The board moved and adopted the resolution authorizing the agreement.
The county will provide the wall; the Cook Foundation will cover costs and maintenance. Rosato is expected to present initial designs to the board before final approval and installation.
