Conway planning commission defers major UDO text amendments after public review request

City planning staff presented a major package of text amendments to Conway's Unified Development Ordinance (articles 2, 4 and 5) at the Jan. 8 Planning Commission meeting and the commission voted to defer action to allow further review and public notice.

Staff summarized the amendments as intended to add location restrictions and additional standards for certain uses commonly found in the Highway Commercial district, including vape/smoke/tobacco shops, payday/title loan and other alternative financial services, and gas stations with convenience components. The draft also proposes aligning article 4 use tables with article 5 standards and creating a special-exception process for site-specific factors that objective standards cannot capture.

Commissioners asked for clearer wording where the draft swaps the term "conditional use" for "permitted with conditions," flagged places that appear inconsistent across articles, and requested a table that highlights edits compared with current UDO language. Staff said the amendment will be re-advertised, revised as needed, and returned to the commission next month with a summary table of changes.

The commission voted to defer the package to provide time for commissioners and the public to review the edited text and for staff to clarify where a special-exception process is intended to apply. No final recommendation was made; the matter will return to a future Planning Commission meeting before any recommendation is forwarded to City Council.
