Council adopts sign standards for Arnold Mill Road Hamlet overlay

Robin McDonald and staff said the amendment was prepared after planning-commission review and was intended to implement the Arnold Mill Small Area Plan's vision for the overlay. The proposed standards prescribe sign structure and face materials, set size limits, and include prohibitions; staff noted one provision that mirrors other local overlays: an allowance for one internally illuminated door sign using LED or neon tubing not to exceed 3 square feet that may not blink or animate.
Staff said the planning commission unanimously recommended approval. After brief council questions about how the new rules compared with nearby overlay districts, the council approved the text amendment unanimously.
The change places the overlay's sign rules in article 9 (site development and signs) of the Unified Development Code, giving clarity to business- and property-owners in the Arnold Mill nodes.
