Council voted to revise a proposed $1.1 million reallocation from the Small Neighborhood Parks account to fund Gadsden Park improvements and to remove Julian B. Lane (JBL) dock repairs from the same resolution after members questioned whether JBL qualified as a "small neighborhood park" for that funding source.
Parks Director Ted Fowler explained Gadsden improvements would include a prefab, ADA‑compliant restroom to be built above the flood plain tied to nearby sewer lines, new ADA sidewalks and drainage relief near the Little League complex, with an estimated cost of roughly $600,000. The JBL dock repair estimate provided to council was about $280,000; council members asked whether the dock could be relocated to reduce future vessel collisions and whether insurance or claims could cover the damage.
Several members said they could not support using the small neighborhood parks fund for a major regional park that already has significant prior investment. After discussion the council unanimously approved a substitute resolution removing the JBL dock repair from the appropriation and authorizing only the Gadsden Park work to return on the consent docket at the January 22 meeting for final action.
Council also asked parks staff to investigate alternatives for the dock (including relocation and insurance claim paths) and to return with additional information before seeking separate funding for JBL dock repairs.
