Rochester — The City Council adopted a resolution levying special assessments for the Center Street East Reconstruction Project (J7348) after a staff presentation and a brief public hearing.
Assistant City Engineer Amy Krioski told the council the project is a full reconstruction from the Zumbro River Bridge to 11th Avenue Northeast, with total construction costs estimated at about $7,400,000. Under the city’s 2022 assessment policy, 25% of qualifying reconstruction items are paid by special assessments; Krioski said that translates to roughly $575,000 in assessments for this project. Krioski also said the hearing was being held again to ensure compliance with state statute 429 after the city discovered an earlier mailed notice could not be confirmed.
No members of the public spoke during the reopened hearing. Council member Doring moved to adopt the assessment resolution. The council approved the motion; the mayor announced the motion passed 6–1, with Council member Palmer voting nay.
The resolution accepts written objections filed during the earlier hearing and preserves property owners’ statutory right to challenge assessments in district court, as described by staff. The assessments will be finalized according to the city’s assessment policy and any required notice or appeal timelines under state law.
Council members did not identify additional changes to the assessment roll during the meeting. The council’s action advances the project toward final design and construction procurement steps.
