Curry County commissioners discuss updating 2020–2025 strategic plan, set priorities for financial stability and monthly reporting

Commissioners and staff at a Curry County Board of Commissioners workshop on Jan. 7 agreed to move forward with a revision of the county’s 2020–2025 strategic plan, emphasizing financial stability, performance-based management and greater transparency.
Speakers said the current strategic plan predates several disruptive events — including the COVID pandemic and a 2023 cyber incident referenced in discussion — and lacks a clear mapping of accomplishments, which makes it difficult to measure progress. Commissioners said the revised plan should prioritize a sustainable financial model (citing an outstanding loan related to road funds and the potential to better leverage LGIP interest) and should include measurable objectives, an evaluation mechanism and public reporting.
To shift the county’s focus from budgeting contests among departments to service outcomes, commissioners proposed requiring monthly departmental presentations at business meetings, focused on service delivery, KPI progress and gaps. "If one department shows up with transparent, clear reporting and another does not, it's easy to discern who is participating and who is not," a commissioner said. Speakers suggested using department reports to guide funding decisions and to reduce ad-hoc appeals for additional general fund dollars.
Speaker 1 proposed an annual leadership retreat and a first-year emphasis on trust-building, team exercises and goal setting to support the cultural change; examples discussed included cross-discipline pairing, conflict-resolution training and manager-focused KPIs. Logistics for the retreat and an outline for departmental reporting were left for staff to draft.
Separately, Speaker 1 said a DCO meeting would be held the following day at 10:00 a.m. to plan an upcoming town hall; the town-hall date was mentioned inconsistently as the 'sixteenth' and the 'nineteenth' and was left for follow-up. No formal vote or policy adoption occurred during the workshop.
