Commissioners approve CivicPlus social‑media archiving to meet public‑records obligations

The Carbon County Board of Commissioners voted to accept a CivicPlus social‑media archiving quote to capture and preserve public posts from platforms including Facebook, LinkedIn, X, YouTube, Instagram, TikTok and Nextdoor.
Barry, the staff presenter, said the archiving product addresses an ‘‘unfunded mandate’’ because communications with constituents on social media are public records that must be retained. ‘‘As a government entity, the communication that we have with constituents and the public on social media falls into public record,’’ Barry said. He added the product archives posts — including those that are later removed — which helps with records requests and protects officials where public threats or statements have been deleted.
Commissioners asked whether the product includes network security features; Barry said it does not manage county network security but does preserve social‑media content for oversight. Commissioner Jensen moved to approve the CivicPlus archiving quote and Commissioner Martinez seconded; the motion passed on a voice vote.
Staff indicated the archived platforms will include mainstream social networks and local forums and that the system will support public‑records compliance going forward.
