Board holds first reading of five-year exclusive ambulance franchise for MedEx

The Lee County Board of Commissioners conducted the first reading Jan. 5 of an ordinance to grant MedEx Medical Transport Services, Inc. an exclusive five-year franchise to provide emergency and non-emergency ambulance services in Lee County.
County attorney Whitney (on behalf of staff) said the board has held prior public hearings and a December work session, and that the ordinance and the franchise agreement will take effect after the second reading and execution of a negotiated contract. Whitney said MedEx assured the county of compliance with Article 7 of Chapter 131E of the North Carolina General Statutes and that the franchise would be in effect beginning July 1 under terms to be spelled out in the franchise agreement.
Staff told commissioners they are finalizing contract negotiations with MedEx and will bring the second reading and a complete franchise agreement back to the board once negotiations are complete. Commissioners asked clarifying questions about timing and the draft contract process; staff said they expect to deliver a negotiated agreement for board consideration within one to two weeks and will present the second reading at the same meeting as the agreement.
The item before the board at Jan. 5 was the first reading only; no final adoption vote occurred at this meeting.
