Lake Elmo Council approves plans, authorizes bids for 2026 street and utility improvements in Lake Elmo Heights

City Engineer Stanley told the Lake Elmo City Council on Jan. 6 that the city is ready to move forward with 2026 street and utility improvements in Lake Elmo Heights and the adjacent Eagle Point/Creek Estates cul-de-sac. The council approved resolution 2026-007, authorizing final plans and specifications and ordering advertisement for bids.
Stanley said the project — initiated in June 2025 and refined with a feasibility report and public meetings last year — calls for rehabilitating streets with a full-depth reclaim rather than a mill-and-overlay. The work will add concrete curb and gutter where none exists, correct minor grade issues and ponding, and make targeted repairs to storm sewer structures and pipes. He said the neighborhood’s public water main, installed roughly 20 years ago, appears in generally good condition though some valves or hydrants may be replaced if necessary. Because the area lies outside the Metropolitan Urban Services Area (MUSA), no sanitary sewer improvements are proposed.
"As you recall, we're proposing to reconstruct the Lake Elmo Heights neighborhood…this project was initiated last June, in 2025," Stanley said, summarizing the schedule and public engagement. He told the council the preliminary and final estimates have remained consistent and that detailed plan files will be available at city hall for public review once bidding begins.
The project materials presented include a properties-to-be-assessed graphic and a breakdown of estimated costs and assessment shares; the engineer said those figures are unchanged from prior presentations. Stanley also noted a parking rule will be posted to prohibit parking at the ends of cul-de-sacs once construction details are finalized.
The council voted by voice to approve resolution 2026-007, directing staff to proceed with advertisement for bids. Next steps in the timeline are contractor selection through the bidding process and a public open house once a contractor is on board to share construction sequencing and schedule.
The council meeting packet did not include the full, large plan files; Stanley said the final plans and specifications will be available at city hall for examination when bids are sought.
