The board adopted a reimbursement resolution stating the county’s intent to reimburse itself from lease financing proceeds for the equipment purchase and set a maximum expected financing amount. Commissioners then approved a series of line-item transfers reallocating funds to cover legal and labor-relations lines, noting higher-than-expected PrimeX insurance premiums tied in part to the new building’s property valuation.
